A Schuylkill County man who was arrested several weeks ago for driving off with one of his children after losing custody in County court is accused of doing it once again.
Ryan Frasnelli, 41, was arrested for the second time this month on Wednesday and charged, again, with interference with the custody of a child, a third-degree felony. On Monday, Frasnelli appeared at District Court in Pottsville for a preliminary hearing on a previous similar incident. That hearing was continued until July 14.
Two days later, according to court documents, police in Orwigsburg were called to a home on W. Market St. in the borough for a report of an unwanted person.
By the time police arrived, the unwanted person – identified as Frasnelli – had left the scene in a black SUV. Witnesses reportedly told police that Frasnelli had driven onto the driveway of that property and waited for his child to get into the vehicle he was driving.
While he was parked in that driveway, 9-1-1 was called because Frasnelli was not permitted to be on that property due to an incident back on May 14 when the homeowners reportedly told police he was not permitted to be there.
Back on June 9, Frasnelli appeared at Schuylkill County Courthouse for a custody hearing. During that hearing, custody of his child was granted to the mother. However, after the hearing, Frasnelli got in a Penske box truck and reportedly drove off with that child.
He was found a short time later at the GIANT grocery store parking lot at Cressona Mall. Frasnelli was charged with interference with custody of a child and jailed for two days before bond was posted.
Following this latest incident, Frasnelli was booked on the same charge and also defiant trespass.
He was arraigned before District Magistrate Judge AJ Serina and is being held on $25,000 cash bail. Frasnelli has been in Schuylkill County Prison since Wednesday on these latest charges, court records show.
