A Freeland man has been charged following a controlled buy drug bust in which he allegedly sold a confidential informant fake meth and other drugs in Shenandoah.
Back on Feb. 14, the Schuylkill County District Attorney’s Office and State Police organized a controlled buy with a confidential informant in Shenandoah. The drug purchase was organized by phone and arranged for a week later.
The target of the investigation was Andy Rosario, 28, of Freeland.
The confidential informant and Rosario agreed to meet in Shenandoah on the 21st. Authorities say the arranged deal was to purchase fentanyl and methamphetamine. The deal went down shortly before 2 p.m. when Rosario allegedly handed the informant quantities of what was supposed to be meth and fentanyl.
The supposed drugs that were purchased in the deal were transported to the State Police Bureau of Forensic Services Harrisburg Regional Laboratory and tested.
Authorities say the results of that testing showed that a Ziploc bag that was supposed to be meth did not contain any controlled substances.
A knotted plastic bag that contained a powder that was supposed to be fentanyl tested positive for a mixture of cocaine and xylazine, a veterinary drug often used to sedate animals.
Rosario was arraigned before District Magistrate Judge Anthony Kilker on Wednesday, April 23, and charged with four counts of possession with intent to deliver, all felonies, criminal use of a communication device, also a felony, and two counts of drug possession, misdemeanors.
Kilker set bail at $75,000 cash, which hasn’t been posted. Rosario remains in Schuylkill County Prison awaiting a preliminary hearing currently scheduled for Thursday.
