Man Jailed for Alleged Role in Fatal I-81 Crash in Schuylkill County

Ceballos jailed after arraignment

A Hazleton man charged in a crash that killed a Shenandoah man on Interstate 81 last November is in Schuylkill County Prison on $100,000 bail.

Rafael Ceballos, 28, was arraigned Thursday before Magisterial District Judge James Reiley on charges of vehicular homicide, aggravated assault by vehicle, and involuntary manslaughter. He was committed to the prison after he was unable to post 10% of $100,000 bail.

State Police filed the charges Monday and obtained a warrant for his arrest.

The charges stem from a Nov. 14, 2025, crash on the southbound side of I-81 near Mile Marker 135.5 in Delano Township that killed Danyel Miller, 25, of Shenandoah.

Police say Ceballos was driving a Honda Civic that was pacing Miller’s Audi Q5 at high speed before the Honda moved onto the right shoulder to pass slower traffic. When the Honda cut back onto the highway, it hit a tractor-trailer and then collided with the Audi, police say. The Audi rolled into the median, and Miller was thrown from the vehicle and died at the scene.

Crash data showed the Honda was going about 114 mph at the moment of the first impact, according to police. Ceballos told a trooper at the scene that the Audi was not letting him pass.

Ceballos is also charged with reckless driving, careless driving resulting in an unintentional death, driving at an unsafe speed, following too closely, and two counts each of failing to drive within a single lane and unsafe passing on the right.

His preliminary hearing is scheduled for Nov. 25 before Magisterial District Judge Edward Tarantelli in Frackville.
