Large Stash of Meth, Fentanyl, and Firearms Seized in Schuylkill and Berks Drug Probe

Two Reading men charged

A multi-year investigation into large-scale drug trafficking in Schuylkill and Berks counties has culminated in the arrest of two men and the seizure of a significant cache of narcotics, firearms, and cash, according to police.

Keith Culbert, 45, and Eddie Feliciano, 42, both of Reading, face multiple felony drug and weapons charges following the execution of search warrants on Thursday.

State Police say Culbert is charged with seven counts of possession with intent to deliver, 11 counts of persons not to possess firearms, and additional related charges. Feliciano is charged with four counts of possession with intent to deliver, seven counts of persons not to possess firearms, and other related charges, according to police.

The arrests stem from a collaborative, years-long investigation by State Police and county drug task forces in Schuylkill and Berks targeting drug distribution across both counties.

On Thursday, police executed search warrants at two separate apartments within Berks County: one located in the zero hundred block of North 4th Street in Reading, and another in the zero hundred block of S. Miller St. in Shillington.

According to police, the total items seized across the locations during the operation included:

  • $6,963 in U.S. currency
  • Nine pistols
  • Two shotguns, one of which police noted was reported stolen
  • An armored plate carrier
  • 210 bags of heroin alongside 411 grams of bulk heroin
  • 176 grams of bulk fentanyl and 642 m-30 fentanyl pills
  • 177 grams of bulk cocaine and 24 grams of crack cocaine
  • 3,732 grams of bulk methamphetamine
  • 445 ecstasy pills
  • 100 grams of psilocybin mushrooms
  • 473 grams of bulk marijuana and 530 bags of processed THC edibles

Culbert and Feliciano were arraigned before Magisterial District Judge Kim Bagenstose in Hamburg. Both are currently lodged at Berks County Prison. Culbert is being held on $500,000 bail while Feliciano’s bail is $300,000.
