Third Juvenile Victim Comes Forward, New Sexual Assault Charges Filed Against Schuylkill County Man

Raymond Hall allegedly attacked victim numerous times in numerous locations of the course of several years.

A Schuylkill County man already awaiting trial on charges in two separate cases of sexual abuse of children is now facing new charges on behalf of a third victim.

The Schuylkill County District Attorney’s Office says Raymond Hall, 57, of Pottsville, sexually assaulted a juvenile male on numerous occasions at numerous locations over a period of several years.

Hall is accused of assaulting the minor – an alleged third victim – at locations in Port Carbon, Palo Alto, New Philadelphia, and in Catawissa, Columbia County.

According to court documents, the alleged victim met with Pottsville Police Capt. Joseph Welsh – who filed two sets of charges against Hall on behalf of two other juvenile victims in 2025 – on Aug. 4 at City Hall.

The victim reportedly told Welsh that Hall had sexually assaulted him from the time he was 13 until he was about 17 years old.

The first incident, the victim told police, was at a campground in Catawissa.

Following that initial incident, the victim said Hall repeated this behavior routinely – about two or three times a week – either at that campground, at Hall’s home in Port Carbon, or at a service garage he had in Palo Alto.

The victim told investigators that Hall would make up an excuse to get him alone.

When the victim was about 14 years old, that’s when Hall tried to force him to touch him inappropriately.

As time went on, Hall allegedly escalated the level assault against this victim. Then, when the victim was between 14-16 years old, Hall allegedly forced him to have sexual intercourse. This allegedly happened at his Port Carbon home and at a trailer he kept on the property of a business in New Philadelphia.

The victim reportedly told investigators that the sexual assaults came to an end when they were 17 years old.

Hall is scheduled for arraignment on Feb. 2 at District Court in Port Carbon. He’s now facing 25 additional charges, including felony counts of involuntary deviate sexual intercourse with a person 16 and under and IDSI threat or forcible compulsion.

Misdemeanor counts of corruption of minors and indecent assault against a minor have also been filed against Hall.

Hall is currently in Schuylkill County Prison and facing similar charges in two separate cases filed last year against him. He’s waived those charges to Schuylkill County Court of Common Pleas.

In the first case, a then-juvenile male came forward with allegations against Hall. He’s been held on $250,000 bail in that case.

A second case against Hall involves a then-juvenile female victim and bail was set at $100,000 in that.
