Frackville Adopts 2026 Budget That Holds the Line on Property Taxes

Frackville residents will not see a hike in their property tax rate next year.

The Borough Council unanimously approved the $3 million spending plan last week that holds the line on property taxes for 2026.

An equalized, revenue-neutral millage of 4.113 was approved. That means for every $1,000 in assessed property value, an owner must pay $4.113 in tax. A property valued at $100,000 would have to pay $411.30.

The equalized millage is a requirement of the countywide property tax reassessment that concluded this year. Municipalities are required to create a new, revenue-neutral millage that would generate the same amount of property tax revenue as it collected in 2025.

Frackville was permitted to raise that equalized millage by 10% but opted against it and held the line on taxes for next year.

Some property owners may see a jump or dip in the amount they actually pay in property taxes next year due to the result of their reassessment. If their value rose faster than average since the last reassessment in the mid-1990s, they’ll pay more. If it rose slower than the average, they’ll pay less.

The borough’s tax base is now valued at $264.08 million, up from $46.07 million, on 1,848 properties.

Revenues

The Borough anticipates collecting $975,000 in new property tax revenue next year, plus another $90,000 in delinquent taxes. Frackville also expects another $455,000 in earned income tax revenue.

To balance the budget with no tax increase, Frackville is transferring $350,000 from its reserves.

Expenses

More than one-third of Frackville’s spending is on its police force: $1,081,258. Another $413,309 is earmarked for streets and public works.

Frackville is expecting a 34% increase in its contribution to the police pension fund in 2026. Next year, it plans to contribute $185,287 to it, up from $137,860 in 2025. Health insurance costs have also risen dramatically, up to $220,740 in 2026, from $195,131 in 2025.
