Owner of Condemned New Philadelphia Property Destroyed By Fire Ignoring Citations, Faces Thousands in Fines

Eloy Rosas is ignoring calls for him to demolish the property, authorities say.

Authorities in Schuylkill County are trying to locate a New Philadelphia building owner to get him to knock it down and pay a fine that keeps growing.

The home at 155 Valley St in New Philadelphia was severely damaged in a March 2023 fire. Since the, that building has been sitting unoccupied and it’s being considered a threat to public safety.

Eloy Rosas, of New Philadelphia, is wanted for failing to pay fines that have been mounting since that fire last year. Fines – now in the thousands of dollars – are accruing daily for failing to rectify what’s being called a public safety hazard at 155 Valley St., where the building remains partially destroyed by fire.

Rosas is under orders to demolish what’s left of the building. He’s been cited for violating New Philadelphia Ordinance 1-2023. He’s been cited numerous times since the fire last year. Authorities have two addresses – both in New Philadelphia – for Rosas. However, citations sent to one address are returned to sender and there’s been no response to mail sent to another address.
