Developer Planning 44 Market Rate Apartments in Former Frackville Shirt Factory

A Delaware County developer plans to transform the former HD Bob Company shirt factory in Frackville into about 44 market rate apartments.

Frackville council members approved a parking study and signaled their support for the apartment building on Thursday night. Plans for the reconstruction of the 15,000-square-foot former warehouse – located at 46 S. Broad Mountain Ave. – must first go the Schuylkill County Zoning Hearing Board. Brian O’Neill Jr., a principal at LXR Holdings, of Havertown, could not provide a timeline on when construction would begin.

The massive industrial brick building certainly has seen better days and residents attending Thursday’s council meeting believed that it also housed a bathrobe or pajama factory in its history. The property was purchased in December by Ridley Creek Acquisitions LLC, of Broomall, for $290,000. It has an assessed value of $765,700, according to Schuylkill County Parcel Locator.

O’Neill told council members that initial plans for the property have changed based on perceived market demand for larger apartments. Initially, the developer planned to get 47 apartment units in the building but has since revised that total down to 44. He also said plans for the number of apartment units is still a “work in progress”.0.

He said rent at apartments in the former factory would equal about 30% of the area’s median income and that most of his company’s tenants live within a mile of their projects. It would not utilize the Low-Income Housing Tax Credit incentive.
