The Schuylkill County woman who police say intentionally rammed numerous vehicles while her hood covered her windshield on Route 61 in November is now facing a whole new set of vehicle ramming charges.
Jamie Fowler, 28, was arraigned by video conference Wednesday afternoon before Senior Magisterial District Judge Casimir Kosciolek in Orwigsburg. Fowler has now been charged with two felony counts of criminal mischief, and six summary offenses, including accidents to unattended vehicles, careless driving, and reckless driving.
Fowler, appearing via video from Schuylkill County Prison, told Kosciolek that she was having a “very bad manic episode” the day of this and an incident that allegedly occurred a few hours later.
Kosciolek set bail at $20,000 cash for this new set of charges.
At about 3:30 a.m. on Nov. 11, police in Schuylkill Haven say they were dispatched to a home on E. Penn St. for a report of a vehicle intentionally ramming other vehicles.
After interviewing a witness at the scene, police were able to obtain four clips of security footage showing Fowler’s alleged actions behind the wheel that morning.
In one clip, recorded at 3:10 a.m., police say Fowler is behind the wheel of a beige Ford Focus driving eastbound on E. Penn St. At some point, Fowler rams her vehicle into the front end of a parked Honda Civic.
Fowler then exits the vehicle and punches the passenger-side window with her fist.
A second clip from 3:13 a.m. reportedly shows Fowler getting back in the Focus, putting it in reverse, and then accelerating forward, hitting that same Civic on the front passenger-side quarter panel.
Fowler then allegedly drives the Focus up and and over the Civic’s front passenger tire, lifting her vehicle off the ground. The vehicle comes back down to the ground, scraping the side of the Civic along the way, police say.
After ramming the Civic, Fowler than allegedly drives east on E. Penn St.
In a recording from 3:24 a.m., Fowler then puts her vehicle in reverse and accelerates backwards, eventually striking a Dodge Charger. She then takes aim at the Civic once again and reverses into it before driving westbound toward St. John St.
The owners of the Civic and Charger tell police their vehicles were totaled by their insurance companies.
In a fourth clip from 3:49 a.m., Fowler is allegedly seen engaged in a verbal confrontation with a woman over her actions.
Police say they located Fowler’s vehicle parked at a business that same day. It had damage consistent with the actions taken in the video clips.
Later that day, Fowler allegedly caused numerous vehicle crashes that ended up with her in handcuffs in Pottsville.
Route 61 Rampage Allegations
Fowler is already facing 51 criminal counts – including nine felonies for aggravated assault – following a chaotic series of crashes along Route 61 on Nov. 11.
State Police have alleged that the episode began on Interstate 81, where witnesses reported Fowler driving a Ford Focus with the hood unlatched and flapping over the windshield.
Police say that although Fowler briefly stopped to address the issue, she resumed driving even as the hood flew up again, completely obstructing her view of the road.
The situation allegedly escalated in New Castle Township.
Fowler then allegedly intentionally rammed a vehicle carrying three passengers, including a 9-year-old child, three separate times from behind while her vision was blocked by the raised hood.
Moments later, Fowler allegedly struck a Jeep Compass, forcing it into a concrete barrier where it overturned on its side. The driver of the Jeep required EMS treatment for their injuries.
Police say Fowler then continued speeding south, swerving through a construction zone and running red lights before finally crashing into stopped traffic at the intersection of Route 61 and Arch St. in Pottsville. Following this final collision, Fowler allegedly attempted to flee the scene on foot but was apprehended by police in Pottsville.
In addition to the aggravated assault charges, Fowler is facing misdemeanor counts of DUI, simple assault, reckless endangerment, and leaving the scene of an accident. She is currently being held on $250,000 bail on those charges.
