A Schuylkill County man is facing a fleeing police charge after he was stopped earlier this week driving what could only be described as about half of a Jeep.
Police in Blythe Township say they observed this vehicle traveling south on Wood St. in Cumbola at about 7:15 p.m. on Nov. 17. The vehicle did not have a registration plate.
But it also lacked a lot of other features that come standard in Jeeps, like …
- A roof
- A windshield
- The other half of the doors
- A hood
- A muffler
- The back
- Quarter panels
- Most of the lights

As this vehicle crossed Market St., police say they activated the emergency lights and siren to initiate a traffic stop. That’s when the driver – identified as 59-year-old David Horter, of Cumbola – sped up and continued driving south on Wood St.
Horter then turned right onto Bob Alley without using a signal, police say, and went about halfway down the alley before turning into an open garage.
After coming to a stop in the garage, Horter was taken into custody without incident. He did wonder, according to police, why he was being pulled over.
Police say that upon looking over the Jeep, they noticed that it didn’t have a registration plate or an inspection sticker. The VIN on the vehicle did come back as a 1994 Jeep owned by Horter but the registration on it expired in March 2022.
Horter also reportedly told police that the only reason he was driving the vehicle was to go help out a friend who was stuck in the woods. He allegedly said he had nowhere to pull over and that’s why he continued driving after police had signaled for him to stop.
Police are filing a misdemeanor charge of fleeing or attempting to elude an officer as well as numerous summary traffic citations.

Why is it illegal? ATVs aren’t and they lack plates, turn signals, etc?
