A Schuylkill County man is facing an indecent exposure charge after he allegedly exposed and pleasured himself in front of a high school student last year.
Police in Pottsville say they were dispatched to Pottsville Area High School on the morning of Nov. 13 for a reported indecent exposure.
At the scene, police say they spoke with a male juvenile student who reported that while he was walking to school, a man sitting inside a vehicle waved at him to come over to him. The student described the vehicle as a larger one with tinted windows. It was parked in the Alumni Field parking lot.
When the student approached the male inside the vehicle, he said the man – later identified as 47-year-old Javier Morales-Febles, of Pottsville – hoisted himself up and exposed his genitals while masturbating.
The student reportedly told police that he didn’t believe Morales-Febles was clothed at the time of the alleged incident.
Police say they showed the student a photo array of possible suspects and he identified Morales-Febles as the person he saw that morning.
A follow-up investigation revealed that Morales-Febles’ vehicle was parked in the same location for two straight days at the same time. Video surveillance from the area led police to Morales-Febles’ vehicle, they say.
On Dec. 21, Morales-Febles was brought to City Hall for questioning. He reportedly signed his Miranda rights waiver form with an X, telling people he could not read or write. A translator had to be used for the interview.
During their interview, police say Morales-Febles admitted to owning a vehicle similar to the one seen in the video surveillance footage. He also reported having health and mental health issues. He then requested an attorney and the interview was halted, police say.
Morales-Febles has been charged with misdemeanor indecent exposure. A preliminary hearing before Magisterial District Judge James Reiley is scheduled for Feb. 9.
