2025 SCHUYLKILL COUNTY DEMOLITION PROGRAM – INVITATION FOR BIDS

The County of Schuylkill will receive sealed bids for the following demolition projects:

  • Project A: Girardville – 25 W. Ogden Street
  • Project B: Tamaqua – 401 Willing Street
  • Project C: Shenandoah – 137-139 E. Coal Street
  • Project D: St. Clair – 214 S. Third Street

PLEASE NOTE:
No composite bids will be accepted. Each project will be reviewed on an individual basis. Prospective Bidders may bid on any or all projects; however, each project must have a separate bid amount entered on the appropriate line of the bid form. Separate contracts will be awarded for each project.

Bid Submission Requirements:
Bidders shall submit an original and two copies of the Bid Form in one sealed envelope and clearly indicate on the face of their bid envelope the following:

Name of individual and/or firm must appear on the outside of the sealed envelope containing the bid.

Important Dates:

  • Pre-bid Meeting: August 5, 2025 at 9:30 a.m. (Hofmann Room, Courthouse).
    • Call-in number: 570-624-3971 (All bidders encouraged to call in)
  • Bid Submission Deadline: Monday, August 11, 2025, by 4:00 p.m. (LOCAL TIME) at the Schuylkill County Controller’s office.
  • Bid Opening: Wednesday, August 13, 2025, at 9:00 a.m. in the Commissioners’ Board Room, Schuylkill County Court House, 401 North Second Street, Pottsville, PA.
  • Bid Reporting: Commissioners’ Board Meeting on Wednesday, August 13, 2025, at 10:00 a.m.
  • Tentative Bid Award Date: Wednesday, August 27, 2025.

Bid documents will be made available electronically at no cost via a web link. If a hard copy is required, copies of the contract documents may be obtained by depositing $50.00 (NON-REFUNDABLE) per set of documents. A fee of $10.00 for postage and handling will be charged to bidders wishing to receive documents by mail.

Addenda, if any, will be issued only to those persons whose name and address are on record as having obtained the contract documents.

Bid Security Requirements:
Bids shall be accompanied by a certified check, cashier’s check, or bid bond in an amount equal to at least ten (10%) percent of the total amount bid. Such bid bond will be returned to all bidders upon the signing of the contract to the successful bidder.

IMPORTANT NOTE: Money orders and personal checks are NOT acceptable forms of bid security as per the provisions of the County Code. No bid will be considered unless it is accompanied by the required guaranty. Certified checks shall be made payable to “COUNTY OF SCHUYLKILL”; bid bonds shall name the County of Schuylkill as obligee.

Prevailing Wage and Non-Discrimination:
Attention is called to the fact that Pennsylvania Prevailing Wages must be paid on ANY SINGLE BID THAT IS IN EXCESS OF $25,000.00.

The Contractor must ensure employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, ancestry, national origin or handicap; and the Contractor (and any subcontractors) is obligated to make a “diligent effort” to achieve these ratios. The contract documents contain requirements addressing prevailing wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, and related matters.

The owner reserves the right to reject any or all bids or to waive any informality in the bidding or to reject any or all items or portions thereof. Bids may be held by the owner for a period not to exceed forty-five (45) days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
