The U.S. Attorney’s Office for the Middle District of Pennsylvania announced Monday that Eye Consultants of Pennsylvania, PC (ECOP), which has a location in North Manheim Township, will pay a $790,000 settlement to resolve civil liability under the False Claims Act.
Federal authorities say ECOP submitted claims for Evaluation & Management (E&M) services that violated Medicare rules.
According to Acting U.S. Attorney John C. Gurganus, ECOP billed Medicare Part B for E&M services on the same day that beneficiaries received bilateral eye injections — a practice not permitted under applicable Medicare guidelines — between September 1, 2018, and April 7, 2025.
“Improperly billing federal healthcare programs increases the costs of these taxpayer-funded programs,” Gurganus said in a statement. “Settlements like this one are an important part of the fight against fraud, waste and abuse.”
The investigation was led by the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG), which reiterated its commitment to protecting the integrity of the Medicare program.
The case was handled by Assistant U.S. Attorney Tamara Haken of the Affirmative Civil Enforcement Unit in the U.S. Attorney’s Office.
