A Schuylkill County man who witnesses reportedly say was “tweaking out” is facing an indecent exposure charge after an incident on the night of St. Patrick’s Day.
According to court documents, police in Tamaqua were called to a local pub in the borough at about 11:30 p.m. on March 17. A 9-1-1 caller reportedly said that they witnessed a man on his porch acting abnormally with his genitals exposed. That caller believed the man – identified as Lance Moser, 35 (but 34 on the day of this alleged incident) – was under the influence of something.
Police say they spoke with the person who called 9-1-1. They reportedly told police that Moser was “tweaking out” and trying to jump off the railing of his porch. While he was doing this, Moser allegedly had his genitals sticking out of his jeans. Numerous people saw Moser doing this, police say.
When police approached Moser, they say he was stumbling back and forth in a driveway but fled indoors when he saw police. Police tried knocking at Moser’s door but he didn’t answer.
The landlord of Moser’s building was contacted and he said he was in the process of having Moser evicted.
Police have charged Moser with indecent exposure and disorderly conduct, both misdemeanors, as well as a summary offense for disorderly conduct.
A preliminary hearing before District Magistrate Judge Stephen Bayer is pending.
