Home Improvement Contractor Accused of Ripping Off Schuylkill County Man

A home improvement contractor from Berwick is accused of ripping off a Schuylkill County man of more than $30,000 for work he never completed or started.

According to an affidavit filed by State Police-Frackville, a North Union Township man says he paid Jason Wall, 46, about $31,000 last year to complete work at his residence.

There were three separate contracts signed – all at the same time – between the Schuylkill County man and Wall, owner of Wall’s Contracting.

The first contract was for lot excavation, a garage foundation and concrete floor, a garage porch, drainage culvert, and garage walkway. That job was contracted for $19,457.87. The Schuylkill County man says he paid Wall $11,450 as a deposit.

Work was scheduled to begin on May 13, 2024, and end on May 24, 2024. Wall reportedly started this work but never completed it.

A second contract was to begin on May 28 but Wall never started that work. A driveway and handicap ramp concrete pad were the jobs to be completed per the terms of this contract. The Schuylkill County man paid Wall the full amount of this order ahead of time, $7,425.

And a third contract between Wall and the Schuylkill County man called for garage framing, roofing and siding. That work was billed for $25,680. The Schuylkill County man paid Wall $13,000 as a deposit but work was never started.

When the first contracted work became delayed, police say the Schuylkill County man terminated the second and third deals between he and Wall and demanded a refund. Wall reportedly agreed to refund the deposits but never did.

Police say they contacted Wall and gave him time to get the money to provide the Schuylkill County man with his refunds. However, as of March 26, no money has been returned. In total, police say the Schuylkill County man paid Wall $31,785 for work that wasn’t completed or started.

Because the alleged victim is over the age of 60, police say they’ve enhanced a home improvement fraud charge against Wall to a second-degree felony.

Wall was arraigned on that charge before District Magistrate Judge Edward Tarantelli on Friday afternoon. Tarantelli released Wall on $25,000 unsecured bail. A preliminary hearing is currently scheduled for April 23.
