PPL Seeks Nearly 7% Distribution Rate Hike

Rates separate from the twice-yearly energy supply rate changes.

PPL Electric Utilities is seeking an increase to its electric distribution rates that would raise a typical residential customer’s total bill by nearly 7%, according to a customer notice and a company news release.

The filing with the Pennsylvania Public Utility Commission seeks an overall annual base distribution revenue increase of $356 million.

If approved in full by the PUC, a residential customer using 1,000 kilowatt-hours a month would see their total bill rise from $191.49 to $204.86—a 6.98% increase, the notice says. PPL’s release also describes the residential impact as about $13 per month (43 cents per day) for that usage level.

For a typical commercial customer using 1,000 kWh and 3 kW, the total bill would increase from $161.74 to $170.34 (5.31%). For a typical industrial customer using 150,000 kWh and 500 kW, the total bill would increase from $19,965.77 to $20,480.18 (2.58%), according to the notice.

PPL says the request is needed to fund ongoing investments to strengthen and modernize the grid, including vegetation management, stronger poles and wire, equipment guards, and next-generation smart-grid technologies. The company says its advanced smart grid has helped avoid more than 3 million outages.

The company notes that more than $50 million of the request is already reflected in customer bills, putting the net distribution revenue increase at just over $300 million.

The customer notice states the increased rate could go into effect on or after Dec. 1, 2025. In a news release, PPL says it expects new rates would become effective July 1, 2026.

PPL also emphasizes that this distribution rate request is separate from the twice-yearly Price to Compare (energy supply) rate changes, which the company says it does not mark up or profit from.
