13 Trucks Bound for BRADS Landfill Cited for Bald Tires, Failed Brakes and a Faked Inspection Sticker

One truck had electrical tape on license plate to get around red light and toll cameras, police say

State Police stopped and inspected 13 tractor-trailers entering BRADS Landfill in two separate inspections this month. The inspections revealed defects that ranged from bald and flat tires to leaking brake components, a driver operating without a commercial driver’s license, and one truck displaying what troopers determined was a counterfeit state inspection sticker.

Unsafe trucks to and from BRADS Landfill has been a concern of residents opposed to the facility’s presence near Saint Clair since it opened. It’s believed by those opposed to the landfill that one day, an unsafe vehicle going to and from the dump will crash as a result of its defects and result in serious injuries or death.

The state’s Dept. of Environmental Protection recently OK’d a permit renewal for the landfill in Blythe Township, allowing it to operate until 2035. Saint Clair has appealed that decision to the state’s Environmental Hearing Board.

Troopers from the Jonestown and Hamburg barracks set up truck inspections on Burma Road at the landfill entrance on July 17 and again on July 22. Between the two dates, the inspections generated 50 separate citations against 12 different trucking companies based in Pennsylvania, New Jersey, and New York, with fines, surcharges and court costs totaling more than $11,000.

Every truck stopped received at least two citations. Several were written up for five, six or seven violations from a single inspection.

The most serious single case belongs to a Freightliner tractor-trailer registered to Coast To Coast Carrier LLC, of Philadelphia. On July 17, the truck was cited seven times in one inspection, including for operating with a “hazardous brake system” under both state and federal motor carrier rules, and for a counterfeit or imitation Pennsylvania inspection sticker, a violation the citation explicitly lists as a “2nd or subsequent offense.”

A second citation from the same stop charged the truck with displaying an unauthorized certificate of inspection altogether. In effect, troopers allege the truck’s paperwork was made to look like it had passed a safety inspection while its brakes were unsafe to operate and that this was not the company’s first time being caught doing it. That truck also picked up citations for a brake-hose defect, a window or windshield component defect, a tire defect and a failure to correct a violation flagged in an earlier roadside inspection report. Fines and fees for that one truck in particular are already more than $1,000.

A Freightliner registered to NYC Transport Express Corp, of Bergenfield, N.J. was stopped for inspection on July 17 and cited five times for $1,910.25 in fines and fees.

A third truck, a 2016 Volvo registered to Metro Recycling & Recovery Inc., of Southampton, was pulled over at BRADS Landfill on July 22 and hit with six citations totaling $1,562. The most serious accused the driver of violating federal hours-of-service, out-of-service criteria. The citation says the driver claimed to be operating locally and exempt from keeping logs, but that neither the driver nor the company could produce current time records or an electronic logging device when asked. Troopers also found five separate tire problems on the truck: three tires measured flat or dangerously underinflated, and two others so worn that the tread had separated in chunks or worn down to nothing.

A New Jersey-registered International tractor operated by Max Services Corp., of Rahway, drew the single largest base fine tied to paperwork rather than mechanical failure: a $1,000 citation for failing to check a driver’s employment history and inform him his old employer might be contacted. That was filed alongside a separate citation stating the driver had no commercial driver’s license at all, “just an ID,” and should not have been operating any commercial vehicle.

Max Services Corp. had a second truck cited in the same sweep, a Peterbilt missing a required fire extinguisher and lacking a valid federal trailer inspection. Combined, the company’s two trucks accounted for nine citations and $2,418.75.

A Truworth Trucking LLC truck out of Wyncote was cited for something other than a mechanical failure: covering one of its rear license plates with electrical tape in a manner State Police determined was intended to defeat automated red-light and toll-enforcement cameras. The same truck was also cited for operating on an inspection sticker that had expired the previous month, plus non-functioning trailer brake lights and two separate flat tires, all from one stop.

The remaining seven trucks – operated by Tres Reyes Trucking LLC of Allentown, Agliano Brothers Trucking Inc. of Barto, Haulerz Trucking of Shenandoah, BJR Coronel Corp of White Plains, N.Y., Marylee Trucking Corp of Irvington, N.J., Levari Trucking Company LLC of Vineland, N.J., and Bush Transportation Corporation of Willingboro, N.J. – were cited two to four times apiece for a mix of underinflated and worn tires, leaking wheel seals, non-working headlamps and ABS warning lamps, missing federal inspection stickers, and cargo-securement defects.

    I sincerely thank the Jonestown and Hamburg state police for doing this stop and inspections. 13 trucks down,several million more to go.
