A Schuylkill County man is accused of exposing himself and urinating outside a Shenandoah child development center as employees waited for children to arrive.
Vince Layton, 37, of Ringtown, faces one count of indecent exposure, a second-degree misdemeanor, and a summary count of public drunkenness stemming from the May 5 incident in Shenandoah.
An employee of the center told police she was at work that morning and was waiting for children to arrive with a co-worker. She said she saw a man, roughly 5-foot-8 and wearing tan pants or shorts, a blue shirt and sneakers, walking around the facility’s parking lot, talking to himself and acting manic. She told police the man walked next to a semi-trailer and urinated next to the building. She said he was on the property about 10 to 15 minutes before walking back toward Main St.
State Police troopers arrived around 8 a.m. and began canvassing the borough for a man matching the description they were given. While en route, a Trooper saw a man walking south on N. Main St. who was yelling and talking to himself, police say.
Police made contact with the man, who provided a driver’s license identifying him as Layton. Layton rambled and made numerous statements that were not making sense or relevant, police say, and was not cooperative. Layton reportedly could not tell police how he ended up at the child development center and explained that he has a history of mental health and substance abuse.
The employee positively identified Layton as the man troopers stopped on N. Main St., police say.
A preliminary hearing in this case is scheduled for Oct. 1 before Magisterial District Judge Anthony Kilker.
