Schuylkill County government is having a difficult time finding candidates for certain jobs it has available.
So, Commissioners recently approved going back to a third-party human resources company it has used in the past numerous times to help find people for those positions.
Hubric Resources has been retained once again by Schuylkill County government. This time, the Wyomissing company is specifically tasked with recruitment for open positions within Schuylkill County government.
Commissioners previously used this HR Company for head hunting but also used it to fill a vacancy in the County’s Human Resources department, back when there was a human carousel for the director’s job.
Hiring Hubric does come at a significant cost, however. Just for head hunting, the HR company charges the County $170 per hour. That’s up from the $165 per hour the company charged the County in 2022, when it was last retained for the same purpose.
According to Commissioners Chairman Larry Padora, the County is specifically looking for Hubric to find people for the Finance Director’s job, as Paul Buber, the person currently in that role, is set to retire.
In addition to the Finance Director, the County also needs help finding candidates for the Management Information Systems (MIS) director’s job. Plus, it needs two computer programmers in that department.
Hubric’s contract this time around is just limited to recruitment services. However, the County did use the company to fill its vacant Human Resources Director job in the past.
That didn’t end well in one instance. Doreen Kutzler, who worked in that job through Hubric, was eventually named as a defendant in the 2021 Jane Doe sexual harassment lawsuit.
In the past, the County paid Hubric anywhere between $125-225 per hour for a Human Resources Director.
NOTE: This contract with Hubric is an “as-needed” contract, meaning the County is not necessarily paying the company this rate on a full-time basis. We’re awaiting word from the Courthouse on just how much the County has spent so far on this contract.

Nothing to be surprised because that is how it works in Schuylkill County : First, they screw up the jobs and scare away the potential employees, later they pay millions of taxpayers’ dollars to settle their screw ups, then they “create the new jobs”. Win-win situation!
