A Schuylkill County man was arrested Friday morning and charged with possessing dozens of files that contain illicit images of children.
The Pennsylvania Attorney General’s Office along with local police executed a search warrant early this morning at the Frackville home of Garry Lipshaw, 67.
According to information from the Attorney General’s Office affidavit, on Aug. 3, the National Center for Missing and Exploited Children received a report from Microsoft. Microsoft reported that one file of child sexual abuse material was uploaded to Bing. That file, according to the AG’s Office, shows a girl between the age of 6-8 standing and nude.
Microsoft captured the upload IP address. That IP address eventually led investigators to Lipshaw.
On Tuesday, a search warrant was prepared by the AG’s Office and signed by Magisterial District Judge Edward Tarantelli. Then, on Friday morning, shortly after 6 a.m., agents from the Attorney General’s Office and local law enforcement executed the search warrant on Lipshaw’s address at 523 W. Laurel St. in Frackville.
Lipshaw was interviewed in the kitchen of the home. During the interview, investigators say, Lipshaw admitted to having a desktop computer and two laptops and provided the password to each. He also admitted to using Bing as his search engine that was used to search for images of nude children, the AG’s Office says.
Lipshaw reportedly said he’d been looking at this material for a couple years and does so at least twice weekly. He also told investigators that there are illicit images of a similar nature on a portable hard drive that he owns.
A computer forensics agent examined that portable hard drive while on scene and reportedly found about 45 videos depicting sexual abuse of children.
Lipshaw was arraigned Friday morning before Tarantelli and charged with 45 second-degree felony counts of possessing child pornography and a single third-degree felony for criminal use of a communication facility.
Tarantelli set bail at $100,000. Lipshaw has already posted bail. A preliminary hearing has been scheduled for Feb. 19.

What is u with this kind of bail??!! For crying in a bucket.Get accused of having a joint and it’s a whole nother ballgame, $100,000 straight cash. No percentage.Remember what happened when they released Rehrig on % bail? He was in the wind for a damn year until apprehended!!! Just saying wtf is with this county and its record of sexually violent crimes and especially those against children!

Agreed! Bail shouldn’t even be an option for anyone committing crimes of this nature!!! There’s only one way to assure that these sick individuals don’t reoffend…..

Bail amounts and jail times need to be consistent town to town, city to city and across all states. The fact that these decisions are made by people with all different views and opinions leads to discrimination

Is there really a need to have a trail if he was caught red handed and confessed? I could see if they brought him out of a room with no windows and he’s all beat up saying he confessed. But when it comes to elderly abuse and child abuse, there should be only 1 punishment! Castration then death! 4 to 6 months in between let them enjoy the castration a little
