A Schuylkill County man was arrested and sent to prison last week after admitting to police that he masturbated in front of an underage girl.
Police in Minersville say they arrived at a home on Pine St. where the mother of an underage girl said a cousin who was living in her house masturbated in front of her daughter.
When police asked the daughter to describe what happened, she said that 25-year-old Luis Lugo had been living in her room at the house since July. On Oct. 4, Lugo and the girl were sitting on her bed watching a movie.
The girl said she felt Lugo moving behind her. She looked and said she saw Lugo rubbing himself in an up-and-down motion. The girl says Lugo said to her that he “was in his own world” as he was masturbating.
She said Lugo continued to do this in front of her for 5 minutes until she left the room and notified her mother.
Prior to this incident, the girl said she and Lugo “played games” and “usually just kisses her on the lips.”
Minersville Police Officer Michael Bucek, after hearing the girl’s story, told Lugo to get his belongings from that room. While he was doing this, Lugo allegedly told Bucek admitted that he was “feeling himself” and reached into his pants and began masturbating.
Lugo reportedly said that he told the girl not to look at him. Bucek says he took Lugo to the Minersville police station and back there, he once again admitted to masturbating in front of the girl.
Lugo was arraigned before District Judge David Rossi and charged with a misdemeanor count of indecent exposure. Rossi sent him to prison on $100,000 bail, where he remains awaiting his preliminary hearing on Oct. 19.
